I was under the impression that if a weapon has any randomness in the damage, for example 15-20 damage, having low strength means that you hit more often for 15 damage but if you have 10 strength you hit more often for 20 damage (if not always). The water treatment, like other rooms, gains a production bonus from being connected to another of the same type and level. To OP: Strength does not increase damage at all, even <10. If its supply runs low, dwellers will start to become irradiated. Your water demand will go up the more dwellers you have.
